The ETOP Concept
ETOP's Mission is to provide worker education and training for IBEW represented employers to enhance individual employability and improve employer productivity. ETOP achieves this mission through the application of the following core values to all of its corporate activities:

ETOP will have a positive impact on continuing education by holding a strong commitment to high standards that sustain and advance excellence in work place learning.
Service
ETOP is committed to providing excellent service to member organizations by maintaining strong, supportive relationships that are flexible and responsive to industry needs and the interests of the IBEW.
Collaboration
ETOP will work continuously with other joint labor management organizations committed to sustaining and advancing quality workplace learning.
In addition, ETOP's affiliations include other organizations committed to lifelong learning, such as institutions of higher education and professional organizations at local, state, regional, national, and international levels.
Learning
ETOP will strive to enhance its operations by seeking continuous feedback and insight from its stakeholders. It will use the collected information to improve its operation and support teamwork, and to provide learning opportunities for its staff, member organizations, and other stakeholders.
ETOP will work with its members to foster an environment that promotes shared learning.
